This article examines the political thought of Imam Muhammad al Ghazali and explicates the levels of politics from his perspective As one of the preeminent thinkers in the Islamic world, Imam al Ghazali has played a pivotal role in the formation of political and ethical theories within Islamic civilization His unique standing in the history of political thought is attributable to his integrative approach that synthesizes Sharia, Sufism, and rationality, considering politics not merely as an instrument of worldly order but also as a means for attaining happiness in the hereafter Al Ghazali classifies politics into four levels: prophets, caliphs and sultans, religious scholars, and the common people, each with a distinct position in terms of legitimacy and function The methodology of this article is descriptive analytical, based on documentary study and the analysis of reliable Persian and Western sources The research aims to provide a comprehensive account of the concept of politics in al Ghazali’s thought and examine its position within the broader framework of Islamic intellectual tradition The findings indicate that by emphasizing the unity of the outer and inner aspects of religion, al Ghazali regards politics as a tool for the moral and social elevation of society, and his theory has continually attracted the attention of Muslim and political thinkers
