Urban infrastructure authorities face increasing pressure to balance aging assets, limited budgets, and rising service expectations Traditional asset management and investment planning approaches rely heavily on asset age, condition ratings from periodic inspections, and deterministic lifecycle assumptions While these methods provide a structured basis for planning, they often fail to capture real time degradation dynamics, system interdependencies, and emerging risks, leading to suboptimal investment decisions This study proposes a smart urban asset management framework that integrates structural health monitoring and digital twin technology to support evidence based infrastructure investment planning Monitoring data are used to continuously update digital twins, enabling tracking of asset condition, degradation trends, and system level performance impacts Investment decisions are informed not only by current condition but also by projected performance trajectories and network criticality The framework is demonstrated through a case study of representative urban infrastructure assets in Tehran Results show that monitoring informed digital twins enable more accurate identification of high risk, high impact assets, improve prioritization of rehabilitation investments, and reduce reliance on age based decision rules By linking technical performance directly to planning and budgeting processes, the proposed approach supports more transparent, defensible, and adaptive infrastructure investment strategies
