Marine tourism is an increasingly vital sector within the global economy, offering substantial opportunities for development while posing challenges related to environmental sustainability and social equity Public Private Partnerships PPPs have emerged as a robust framework for addressing these challenges by leveraging the combined expertise, resources, and values of government agencies, private enterprises, and local communities This narrative review examines the theoretical and practical dimensions of PPPs in sustainable marine tourism development, emphasizing their role in balancing economic growth with environmental conservation and community welfare Drawing on a wide range of academic and empirical sources, the review highlights key factors that contribute to the success of PPPs, including effective stakeholder collaboration, regulatory clarity, and the integration of sustainable practices The findings reveal that PPPs significantly enhance infrastructure, promote ecological preservation, and support local livelihoods through job creation and income generation Furthermore, they facilitate the preservation of cultural heritage and the empowerment of communities by fostering inclusive decision making and sustainable resource management The review underscores the importance of interdisciplinary approaches, applying theories such as New Public Management and Stakeholder Theory to navigate the complexities of PPPs These insights inform strategies for aligning economic objectives with environmental and social imperatives, offering a viable pathway for sustainable marine tourism development in ecologically sensitive regions
