Attracting foreign investment, especially in developing countries, can bring prosperity, employment and wealth, that's why all countries are trying to attract foreign investors The legal approach of the countries, especially in the reference and parent laws, is effective on all domestic laws under the branch of foreign investment Meanwhile, the stance of these laws towards foreigners is the first step to attract foreign investment and participation This article, with a descriptive and analytical approach and the method of collecting library studies, has compared this stance towards foreigners in Iran and its two neighboring countries, namely Turkey and Azerbaijan, and has achieved concrete and pioneering results An achievement that further defines the strengths and weaknesses of the Iranian constitution with regard to the laws of the countries under research and outlines the general positions of the constitution to foreigners
