Considering the growth of human societies in various personal and social cases, the need for people's participation in government affairs based on the needs and developments of the society is felt more and more Now the question that is raised here is what is meant by the word 'majority rule' and what does this word mean ! This research was compiled on the basis of library and interview methods and tries to analyze the meaning of majority rule by examining different perspectives
