An important topic to determine the best management model is to determine how to run the city and delegate power to city managers On the other hand, the city administration model is closely related to solving urban problems According to the surveys conducted on the urban management model in Qom metropolis, it is concluded that the structure of the urban management model in Iran is the city council manager model The appointment of the mayor has caused the dependence of managerial elements on the macro power structure, and this process has increased the lack of civil institutions and popular participation and has caused the field of urban management to renew power for political power groups at the national level The method used in this research is a survey in the form of gathering information about a phenomenon The strong mayor council model is recommended as a suitable model due to having a participatory approach to solving urban problems, with an emphasis on reducing the role of the central government and at local levels, strengthening the position and role of local management and local participation, multi level and multi factor governance It recommends effective and efficient urban management
