چکیده مقاله
Due to the imbalanced development of services and facilities across Iran and the concentration ofservices in the capital, individuals migrate to Tehran in pursuit of a better life However, the high costof housing renders them unable to afford homes even in average areas, leading them to settle on theoutskirts Islamabad is one such area that has developed on the periphery of one of Tehran's regions Inthis neighborhood, individuals illegally construct informal settlements on lands owned by themunicipality and within the floodplain of the Darakeh River The inhabitants of these slums are not in afavorable financial position, which compels them to engage in nocturnal construction withoutsupervision, using low durability materials There is a need for a program to organize these settlementsto improve the quality of life for the residents This study utilizes strategic planning and SWOT analysisto identify the strengths, weaknesses, opportunities, and threats of Islamabad settlement Internal andexternal factors were scored, subsequently producing an IE matrix that indicates a conservative position Based on this position, strategies were proposed, including fostering trust and participation among theresidents and constructing housing using suitable and highly durable materials
