In recent years, cities have faced multiple challenges, including population growth, increased resource consumption, and waste generation The circular economy, as an innovative resource management approach, has the potential to generate sustainable revenue while reducing environmental impacts This paper examines the concept of the circular economy, its operational models in urban management, and its role in sustainable revenue generation Domestic and international examples of circular economy implementation in cities are presented, and recommendations for municipalities are provided Findings indicate that applying circular economy principles in waste management, energy, water, transportation, and urban services can simultaneously protect the environment and create new economic opportunities This study, based on internal and international sources and practical city experiences, provides a comprehensive framework for implementing the circular economy in urban management
