Urban expansion in rapidly growing cities often creates uneven patterns of accessibility, housing quality, and environmental sustainability that reflect core periphery dynamics This study quantifies these spatial hierarchies in Sari, Iran, using data from 62 neighborhoods classified by their year of incorporation 1921 2011 A multi criteria decision making framework evaluates neighborhood sustainability through six composite indices social, economic, physical, housing, accessibility, and environmental derived from 45 measurable sub indicators Population and housing survey data 2016 and municipal records were combined with spatial datasets, and indicator weights were computed via the Shannon Entropy method, followed by the TOPSIS technique to generate comparative scores ANOVA and Welch's ANOVA tests F 8 86, p
