چکیده مقاله
SCADA Supervisory Control and Data Acquisition systems are fundamental to the safe and reliable operation of regional power grids, enabling real time control and monitoring of substations, transformers, and other critical assets However, as these systems increasingly integrate with IP based networks, enterprise IT infrastructure, and remote access tools, they become vulnerable to a wide range of cybersecurity threats This paper presents a structured review of the most prominent cyber risks affecting SCADA systems in regional utilities, particularly in semi modernized or hybrid infrastructures It discusses major threat categories, real world incidents, and best practices for defense in depth strategies Specific regional insights from Iran's power sector are incorporated to contextualize the recommendations for developing grid environments
