In modern high voltage substations, the trend toward digitalization has introduced significant changes in the architecture of measurement and protection systems Among the most transformative innovations are Digital Instrument Transformers DITs , including Digital Current Transformers Digital CTs and Digital Voltage Transformers Digital VTs Unlike conventional electromagnetic transformers, DITS use optical or electronic sensing elements and transmit digitized sampled values over fiber optic links compliant with IEC ۶۱۸۵۰ ۹ ۲ protocols This paper presents a comprehensive technical and economic assessment of adopting digital CTs and VTs in new substation designs From a technical perspective, DITS offer improved measurement accuracy, enhanced operational safety, reduced physical footprint, and seamless integration with digital protection and SCADA systems Economically, DITS can lead to substantial reductions in copper cabling, panel space, maintenance costs, and installation complexity A comparative analysis is conducted between conventional and digital measurement systems in a modeled ۲۳۰/۶۳ kV substation, evaluating capital expenditure CAPEX , operating expenditure OPEX , and long term return on investment ROI The results indicate that although digital systems involve higher initial investment, their total cost of ownership over a ۱۰ year period is significantly lower due to operational savings and improved reliability
