This article argues that the severe and cross sectoral challenges facing the water, energy, and food sectors in the Middle East and North Africa MENA region are not a crisis of resource scarcity, but rather a crisis of economic governance, misaligned policy incentives, and institutional discontinuity By reviewing recent literature, policy documents, and conducting a comparative analysis of case studies from Jordan, Morocco, Egypt, Saudi Arabia, and a new in depth study on Iran, this paper examines innovations and obstacles to integrated resource management The case of Iran, with its focus on the phenomenon of 'water bankruptcy' caused by decades of inconsistent policies, is analyzed as the main case study It is shown that policies such as food self sufficiency and extensive subsidies, by distorting price signals and incentives, have led to the degradation of natural capital and imposed significant economic costs e g , land subsidence, depletion of groundwater resources, and intensification of water conflicts On the other hand, technological solutions such as the use of renewable energy and water recycling are recognized as feasible across the region, but the path to achieving integrated governance largely depends on the economic and institutional context of each country By identifying existing gaps, this article provides specific policy recommendations that emphasize institutional reforms to bridge the gap between scientific analysis and implementation, correct market failures, reduce transaction costs in inter sectoral coordination, and align economic incentives with the principles of sustainable resource management, especially in the case of Iran
