Addressing the urban image, its absence, and the efforts to identify and enhance it constitute one of the most significant challenges in contemporary cities Visual values represent a fundamental component of environmental quality, as they play a crucial role in strengthening or weakening the sense of place The implementation of a clear visual management framework and the provision of context sensitive and appropriate interventions in the study area have influenced the manifestation of visual characteristics within the district This study is applied in nature and adopts an analytical research approach A mixed methods methodology qualitative–quantitative was employed The required data were collected through documentary research and questionnaire surveys The statistical population consists of experts from Tehran Municipality District ۷, and a non probability snowball sampling method was used Data collection was carried out using a closed ended questionnaire, and the Delphi model was applied for data analysis The findings indicate that within the environmental–physical dimension, the indicators of green space and environmental–physical design equally achieved a mean score of ۲ In the economic dimension, the financial indicator scored below the mean value of ۳ Furthermore, in the managerial dimension, the perceptual, participation, and management indicators obtained scores lower than the mean value of ۲ Overall, the results suggest that the current condition of the urban image and landscape of Tehran Municipality District ۷ is unfavorable
