چکیده مقاله
Despite clear evidence regarding the environmental consequences of previous models of development, Iran has not succeeded in establishing a discourse in which “development” is interpreted through the lens of environmental sustainability From the perspective of paradigm transformation, the country appears to have experienced at least four decades of delay in integrating ecological sustainability into development policy Simultaneously, new manifestations of environmental degradation continue to emerge, some of which have evolved into socio political challenges At the same time, macroeconomic indicators such as unemployment, gross domestic product per capita, energy production, and economic dependency on natural resources continue to intensify the demand for economically driven development strategies Consequently, Iran faces a persistent contradiction between the need for economic growth and the destructive environmental consequences associated with growth centered development This study investigates the relationship between development and environment in the legal discourse of Iran during the period prior to the implementation of formal development plans 1979–1989 Using discourse analysis inspired by the post structuralist framework of Ernesto Laclau and Chantal Mouffe, the study examines how environmental and developmental signifiers were articulated in legal texts The findings indicate that the dominant discourse in Iran during this period remained strongly influenced by modernization oriented conceptions of development in which environmental concerns occupied a marginal position However, the analysis also demonstrates the emergence of discursive instability and ambiguity, as policy making simultaneously attempted to address urgent economic demands and environmental concerns without establishing a coherent conceptual framework The study ultimately maps the distorted and fragmented discursive space characterizing the pre development planning era in Iran
