Development in Information and Communication Technologies in different aspect and variety of ways potentially brings options for policy makers Urban manager are no exception They would have used these tools to make e city and e citizen instead of traditional ones By using ICT to providing local service, different kinds of benefits would be made in city such as decreasing heavy traffics, decreasing pollution, delivering public good simply and speedy and so on To enhancing local public good provision by using ICT there are lots of challenges and barriers such as resources to be 24 hours on line, maintaining information, analyzing credibility, security and so on To cover these challenges and problematic issues there would be needed a model In this paper we present a four stage local e government model which has cataloguing, transaction, vertical integration and horizontal integration This model not only helps how to cover the challenges functionally but also describes how the local e government becomes amalgamated with traditional public administrative structure
