Persistent supply demand imbalance in Iran's power system driven by peak demand, fuel constraints, and variable renewables requires faster, lower capex remedies than new large plants This paper argues that Virtual Power Plants VPPs , which coordinate DERS, BESS, and responsive loads as a single portfolio, offer such a remedy by rebasing dispatch, revealing scarcity, and procuring flexibility services We develop a theory grounded framework for VPP based imbalance mitigation tailored to Iran and synthesize quantitative evidence from international case studies without running new simulations Methodologically, we formalize the VPP's operating baseline as a cost minimizing economic dispatch with device/network constraints and interpret long run robustness through a multi stage CVaR planning lens; a desk based implementation map mirrors day ahead, intra day, and balancing processes and accommodates carbon aware bidding Results indicate that unified VPP scheduling yields market consistent, scarcity reflective prices, improves portfolio economics relative to fixed pricing, and enhances reliability by coordinating storage and demand response; risk aware planning reduces tail exposure and can defer network investment; carbon linked incentives tilt dispatch toward low carbon flexibility; and multi VPP coordination supports cross regional hedging Overall, VPPs emerge as a credible near term pathway to narrow Iran's supply demand imbalance while aligning with good governance: clear aggregator roles, data access and metering, transparent flexibility procurement, gradual tariff reform, and consumer protection
