Natural disasters, such as earthquakes, are always regarded as one of the most devastating causes of damage to societies, particularly cities Earthquakes are incapable of causing a crisis on their own In communities that are not ready to deal with disasters or earthquakes and mitigate their repercussions, this phenomenon becomes a crisis The more readiness and accident prevention there is in society, the less of a crisis there will be, and vice versa One of the purposes of crisis management is to evaluate the space and identify vulnerable areas so that environmental dangers do less damage This research aims to look into and assess the preventive function of crisis management in decreasing earthquake mortality in Tehran's District 2 In terms of method and type, this study is descriptive analytical, and in terms of research objective, it falls under the category of applied research Documentary and library research methods were used to gather data This study's statistical population consists of specialists from Tehran's District 2 of Municipality, and the sampling method is cluster random sampling The data was evaluated using the TOPSIS technique, and the criteria were ranked as a result The results suggest that the prediction and appropriate actions to protect the city against natural disasters took the first position among the analyzed categories, with a score of 0 967
