By developing roads and constructions, maintenance and rehabilitation actions,pavement management system is the main concern of road authorities Determining the pavement condition and deterioration during its life expendencyis the basis of pavement management system followed by the type ofmaintenance and rehabilitation proposal First, the International Roughness Indexis an indicator of the complicated pavement behavior throughout its life wich ispredicted for the near annual incoming values of this parameterusing ArtificialNeural Network Second, the type of maintenance and rehabilitation in the futureusing developed expert systems based on accordance to the experiences will beproposed The main outcome of this research is the developed expert system inthe pavement management developed by C Sharp programming language Thissystem is so flexible that it can consider various conditions and restrictions forcritical IRI
