The United Nations, as the most important international institution for maintaining global peace and security, has a mission to protect human rights and guarantee global justice Despite these goals, the performance of this organization in contemporary wars shows a deep gap between declared principles and practical realities Examining case studies in Iraq, Afghanistan, Syria, Yemen, and Palestine shows that the structural weakness of the Security Council, the frequent use of the veto, and the lack of effective executive guarantees in resolutions have marginalized global justice and exposed human rights to widespread violations This research, with a critical and analytical approach, while relying on the theories of justice Rawls and Sen and international relations, criticizes the performance of the United Nations and proposes innovations such as replacing the veto with a weighted voting system, creating an independent global monitoring body, and taking advantage of Iran's experience in domestic monitoring institutions The three level global regional national road map presented in this article can be a practical model for promoting global justice, increasing transparency and accountability, and achieving sustainable peace
