چکیده مقاله
This study examines the impact of modernization policies in 1960s Iran, particularly the White Revolution reforms, on the formation of a new pattern of urbanization Adopting a descriptive analytical approach grounded in library and documentary research, the study analyzes books, scholarly works, governmental plans, census data 1956–1976 , and relevant research articles to assess demographic, spatial, and socio economic transformations Historical comparative and content analytic methods were applied to interpret policy objectives, urban growth dynamics, and migration patterns Findings indicate that agrarian reforms disrupted traditional rural structures, producing mass displacement, accelerated rural to urban migration, and a new urban morphology characterized by primate city dominance, peripheral informal settlements, and socio spatial polarization Industrialization and infrastructural investments further reinforced uneven urban growth by concentrating economic activities, employment, and services in select metropolitan cores while secondary cities lagged behind Rapid urban expansion outpaced housing provision and municipal capacity, generating long term challenges in service delivery, informal employment, and social inequality The study also identifies enduring institutional and spatial legacies: centralized planning, mono centric urban growth, and path dependent governance structures that continue to shape Iran’s urban development trajectories The research concludes that the modernization policies of the 1960s produced both structural vulnerabilities and infrastructural platforms that can be leveraged for contemporary urban sustainability Effective policy interventions require historically informed strategies that integrate decentralized governance, equitable service distribution, low carbon urban practices, and heritage sensitive planning to transform inherited spatial inequalities into opportunities for resilient and inclusive urban futures
