چکیده مقاله
Educational decentralization has emerged as a critical policy approach aimed at enhancing local control and improving educational outcomes However, the success of decentralization efforts is often hindered by significant challenges This study explores the key challenges associated with educational decentralization, including resource shortages, administrative preparedness, and cultural resistance, and examines their impact on the success of decentralization implementation The research was conducted using a literature review and library based methodology, focusing on academic publications from 2018 onwards The findings indicate that resource related challenges, such as inadequate funding and inequitable resource distribution, are major obstacles that negatively affect the outcomes of decentralization Additionally, the lack of adequate training and preparedness among administrators and teachers leads to inefficiencies and mismanagement Cultural resistance further complicates the implementation process, especially in communities with strong central governance traditions The study concludes that addressing these challenges is crucial for the success of educational decentralization It suggests the need for targeted strategies, including capacity building programs, equitable resource allocation, and community engagement, to overcome these barriers The research contributes to the understanding of how to effectively implement decentralization in educational systems and highlights areas for future research to further improve decentralization outcomes
