چکیده مقاله
This article examines the dynamics of US UK maritime cooperation during Operation Poseidon Archer, launched on January 12, 2024, in response to Houthi attacks on commercial shipping in the Red Sea amid the Yemen conflict Employing a qualitative case study methodology and drawing on international relations theories of realism, liberalism, and constructivism, the study investigates how considerations of power, interdependence, and narrative geopolitics have shaped the conduct and effectiveness of this joint military campaign The analysis reveals that power asymmetries structured the operational roles of the US and UK, with the US providing the majority of military assets and leadership At the same time, the UK contributed specialized capabilities and regional expertise Interdependence, manifested through multinational frameworks such as the Combined Maritime Forces and Operation Prosperity Guardian, enhanced operational effectiveness and legitimacy by fostering institutional collaboration and intelligence sharing Narrative construction emerged as a critical tool, with both governments framing their intervention as a defense of international law and global commerce, while countering Houthi narratives that portrayed their actions as resistance to Western intervention and Israeli policies in Gaza Although Operation Poseidon Archer initially reduced the frequency of Houthi attacks, the persistence and adaptability of the Houthi threat underscored the limitations of military solutions alone The article concludes that sustainable maritime security in the region requires a balanced approach that integrates military deterrence, diplomatic engagement, and strategic communication, and calls for further research into the evolving interplay of power, cooperation, and narrative in international security partnerships
