چکیده مقاله
This paper examines Hybrid Economic Zones HEZ as emerging spaces where industrial activity and urban settlement intersect, creating complex risk environments The aim is to design a governance framework that strengthens resilience through synergy with the Red Crescent and structured citizen education The research applies policy analysis, document review, and scenario based modelling in a petro industrial HEZ to identify legal, operational, and social gaps Results show insufficient shelter capacity, weak evacuation logistics, and limited public preparedness The proposed integrated model joint command, mission oriented training, and environmental trigger based response enhances time to shelter, service continuity, and public trust, delivering people centred risk governance
