This interdisciplinary study critically examines the inefficiencies within Iran’s construction contract system, highlighting substantial delays and cost overruns—averaging 18 months and 25–30%, respectively Root causes include the rigid reliance on the Fihrestbaha based contractual model, limited digitalization with Building Information Modeling BIM adoption below 15% , inefficient centralized arbitration, and inequitable risk distribution Additionally, international sanctions exacerbate financial constraints, inflating material costs by 30% and deterring approximately 1 5 billion in annual foreign direct investment Using a comparative methodology, the study benchmarks Iran’s practices against global leaders e g , the US, UK, China and regional peers e g , Turkey, Qatar , analyzing international contract standards FIDIC, AIA, NEC , modern financing frameworks Public Private Partnerships—PPP , and advanced technologies BIM, Artificial Intelligence, Decision Support Systems Case studies such as the UK’s Crossrail and Qatar’s Lusail City projects inform the proposed reform strategy The study advocates a phased transition to FIDIC based contracts, the enactment of comprehensive PPP legislation, mandatory BIM implementation, fair risk sharing mechanisms, and the adoption of data driven decision tools These reforms are projected to reduce project delays by up to 40% and overall costs by 20% by 2030, significantly enhancing sectoral performance and economic resilience Future research should explore AI localization and PPP governance models tailored to Iran’s legal and institutional context
