چکیده مقاله
Flooding is considered one of the most common and destructive natural disasters worldwide, causing significant damage each year to human lives, property, urban infrastructure, and ecosystems With population growth, uncontrolled urban expansion, and climate change, the risk of flooding in urban areas has increased more than ever The Netherlands, as one of the world’s lowest lying countries below sea level, has always been exposed to the threat of floods, and addressing this challenge has become an integral part of its spatial and environmental policymaking Flood risk management in the Netherlands has evolved from traditional control based engineering approaches to more adaptive and nature based strategies The 'Room for the River' program represents a paradigm shift in flood management by allowing rivers more space to flow, thereby reducing flood risks while simultaneously enhancing spatial and ecological quality This paper examines the historical context that led to the program’s development, its core principles, implementation strategies, and key interventions It also evaluates the environmental, technical, and social outcomes of the program and discusses its potential as a replicable model for other flood prone countries The findings suggest that Room for the River not only enhances flood resilience but also contributes to sustainable urban and landscape development
