This study provides a dedicated, socio technical framework to guide municipalities through a pre planned, federated Digital Transformation DT aimed at optimizing urban infrastructure lifecycles A dual phase approach was employed: first, a systematic literature review established a taxonomy of digital barriers structuralized across six macro dimensions Second, this framework was empirically validated and refined through interactive collaborative workshops with expert stakeholders across two major Canadian metropolitan municipalities The results underscore the necessity of a tailored municipal DT framework due to local governments' unique operational contexts and direct proximity to citizens The empirical application of the taxonomy successfully isolated the primary friction points hindering digitalization, identifying the misalignment of legacy practices and the deficit in systematic data management as the most acute institutional vulnerabilities, alongside baseline asset management and digital maturity gaps This research bridges a critical theoretical void by shifting the public digitalization discourse toward built infrastructure lifecycles It offers public administrators a validated diagnostic tool to anticipate barriers and scale urban digital twins While currently limited by sample size, ongoing longitudinal work focuses on testing the framework's scalability across diverse international municipalities
