Public administration, as the central instrument of the state in securing public interests, plays a strategic role in the development process This research adopts a qualitative approach, utilizing document review methods to analyze the state of public administration in Afghanistan, identify its prevailing challenges, and outline a vision for achieving sustainable development Findings derived from secondary sources indicate that Afghanistan's public administration system suffers from structural deficiencies, a lack of competent managers, and bureaucratic inefficiency, placing it in an unfavorable condition Administrative corruption, the absence of meritocracy, weak rule of law, lack of institutional strategic planning, politicization, and ethnic discrimination are among the most significant challenges facing this system Furthermore, public institutions, particularly the judiciary, grapple with issues such as lack of transparency, nepotism, and the concentration of power The article argues that achieving an efficient administrative system and sustainable development necessitates the formation of a professional team under a committed and authoritative political leadership dedicated to combating corruption, discrimination, opacity, and inefficiency Establishing the rule of law is considered a fundamental prerequisite for good governance and sustainable development The research findings can assist managers, researchers, political leaders, and policymakers in formulating effective policies and operational programs for a sustainable future for Afghanistan
