The rise of generative artificial intelligence AI has introduced new opportunities for enhancing efficiency, transparency, and evidence based decision making in public policy In Iran, despite the expansion of digital infrastructure and emerging initiatives toward digital governance, public policy making remains constrained by centralization, limited data accessibility, and weak institutional mechanisms for evidence informed decisions The core problem addressed in this study concerns how generative AI can be effectively utilized to optimize Iran’s public policy processes while ensuring ethical and accountable governance The main research question asks: What opportunities and challenges does generative AI create for Iran’s public policy system, and how can a governance framework be developed to manage it effectively The study hypothesizes that the integration of generative AI into Iran’s policy making framework—if grounded in open data systems, ethical regulation, and institutional capacity building—can significantly improve policy efficiency and enhance public trust in governance Employing a qualitative, descriptive–analytical method, the study draws on national policy documents, international reports, and comparative analyses of leading AI governance models The findings indicate that Iran’s successful transition toward AI driven governance depends on three key pillars: adaptive regulation, the localization of AI data ecosystems, and digital literacy among policymakers The study concludes that generative AI, if responsibly governed, can serve as a transformative tool for achieving more agile, transparent, and citizen centered policymaking in Iran
