چکیده مقاله
Macroeconomic corruption represents one of the most pressing challenges to sustainable development and social justice in contemporary Iran Despite the existence of numerous laws, oversight institutions, and constitutional mandates against corruption, the persistence of large scale financial misconduct illustrates a fundamental gap between legislation and practice This phenomenon has undermined economic stability, discouraged foreign investment, and contributed to the erosion of public trust in governance The issue of corruption, therefore, cannot be addressed solely as a legal violation; it must be approached as a systemic and multidimensional problem requiring political, institutional, and cultural reform The primary objective of this study is to critically examine Iran’s criminal policies in countering macroeconomic corruption and to compare them with the successful experiences of advanced legal systems such as Singapore, Hong Kong, and the United States By adopting a comparative lens, the study seeks to identify the strengths, weaknesses, and structural shortcomings of Iran’s anti corruption framework while drawing practical lessons from jurisdictions that have effectively minimized corruption through institutional resilience and strong preventive mechanisms Methodologically, this research employs a qualitative and comparative legal approach Primary sources include Iranian constitutional provisions, statutory laws, and judicial practices, while secondary materials consist of international conventions, case studies, and scholarly works on anti corruption strategies The analysis is structured around key dimensions: legal frameworks, institutional independence, preventive measures, enforcement mechanisms, and public accountability Through this method, the study explores both the formal and practical realities of anti corruption efforts in Iran and evaluates them against globally recognized best practices The findings indicate that while Iran has developed a relatively comprehensive legal framework, its criminal policies are undermined by weak institutional independence, fragmented oversight bodies, limited transparency, and inconsistent enforcement In contrast, successful legal systems demonstrate that combating corruption requires a holistic strategy that integrates strict enforcement with preventive tools, transparency mechanisms, and cultural change The research concludes that Iran must adopt a multi layered reform strategy, emphasizing judicial independence, digital governance, asset disclosure, whistleblower protection, and the empowerment of civil society
